Notes:
These
are the best (of the few that I have) of classified library job descriptions for
people working alone at elementary and junior high school sites.
I have made notes on some of them.
In
Tulare County, classified library job descriptions should include reference to
the Library Technician Certificate classes available at both College of the
Sequoias and at Fresno City College. Since
these classes will make your library staff much more effective, a higher
classification should be attached to jobs that require the certificate, and your
employees should be encouraged or required to take the classes.
The California Dept. of Education Credentials Department is working on new descriptions of the duties of a library media teacher. In the new standards it may be illegal for a non- credentialed person to select materials for a school library.

STAFFING SCHOOL LIBRARY MEDIA CENTERS
The school library media center is the very heart of
a school. The Library Media Center must maintain an open and flexible schedule,
staffed by both trained paraprofessionals and credentialed professionals.
The current situations in
Fresno County schools libraries vary widely. Job titles for classified personnel
through- out the county include: Library Aide, Library Clerk, and Library
Technician. The 1997-98 classified salaries for entry-level positions range from
$6.99 to $10.45 per hour. Classified positions requiring experiences and/ or
training range from $9.38 to $14.04 per hour.
Certificated personnel are
identified as a Library Media Teacher at the school site and Library Media
Specialist or Coordinator at the district level. Certificated positions follow
the teacher salary scale in many districts.
To rectify the disparate and fragmented levels of
job descriptions and salary levels of the library personnel, and to promote
consistency of library service throughout the county, standardization is
recommended. The following pages contain the recommended personnel
characteristics and qualifications that will provide consistent and quality
library services for all students.
Because staffing is such an important component of
library service, we strongly urge you to use these recommendations to
standardize this area.

Further, we recommend that Fresno County Office of Education Library
offer either from within their department, or through Fresno City College
classes, a program to train Library Media Clerks to become Library Technicians.
This training should cover the following topics necessary for effective
functioning of a school library:
The purpose & function of a school library
Organization and planning services
Organizing & arranging a collection
Ordering, receiving, &
processing materials
Technology in the library
Developing a library schedule
Weeding and inventory
Dealing with lost & overdue materials
Collaborating with teachers
Selecting new materials
This training could be
offered for a two-year period, then repeated. Certification of Completion would
be awarded following the workshop series. Schools are urged to encourage their
Library Media Clerks to attend. Training should be made accessible to all
district personnel using the facilities at the Fresno County Office of
Education, through distance learning, and/or on-site training.

LIBRARY MEDIA CLERK
Distinguishing
Characteristics:
This
is the first level library position providing a typical range of library
services in a school library setting. In the absence of a Library Media Teacher
this position will be under the direct supervision of the school site principal.
Advancement is possible with additional education, training, or experience in
library service.
The
Library Media Clerk will perform a variety of routine clerical functions related
to Library Media Center, which would include:
•
Assist Library Media Teacher or supervisor in the operation of the
library
•
Shelve, circulate, distribute, and process books and other resources
•
Keep circulation records, including collecting and accounting for fines
for overdue materials
•
Monitor and maintain acceptable student behavior
•
Maintain a clean, orderly, and attractive library environment
•
Assist students and staff in locating materials
•
Participate in organizing Book Fairs
•
Mend and repair books and other resources
•
Prepare periodic statistical reports
•
Calculate fines before students withdraw as well periodically throughout
the year
•
Manage computer start-ups/shut downs
•
Prepare purchase orders
• Participate in Fresno County Office of Education training
and/or the Fresno City College certificate program
Qualifications:
•
High School diploma or equivalent
•
Ability to operate all technology equipment
•
One year of experience in library or educational setting desired
LIBRARY MEDIA TECHNICIAN
Distinguishing
Characteristics:
This is the second level in the library career
ladder. Advancement to this position requires experience and skill in Library
Technical Services such as cataloging, bindery, interlocational distribution of
materials, and development of online bibliographies. Advancement is possible to
a leadership position or in acquisitions, however, additional education in
library science would be required.
The
Library Media Technician would be able to fulfill all of the duties of Library
Media Clerk. Duties of the Library Media Technician are to include:
• Provide
instruction in the use of the library and its materials
• Assist
in the ordering of books and other resources appropriate for the library
• Train
and provide work direction for student workers and volunteers
• Work
with teachers to develop and supervise instruction program in the library
• Maintain
the library's professional collection
• Establish reading incentive programs for students,
including reading appropriate materials and presenting book talks
• Oversee
computerized circulation systems
• Conduct
computer database, and Internet searches for teachers
• Supervise
student assistants
• Train
adult volunteers to the library
• Provide
one-on-one help with special needs students
• Supervise
library budget
Qualifications:
• High
School Diploma or equivalent
• For Technician I, completion of Fresno County Office of
Education Library Technician Certification
• For Technician II, completion of Community College
Library Technician Training (21 unit course)

including a minimum of two semester-hours in cataloging, circulation processes,
or library resources, may be substituted for the required library experience.
Special:
A
valid California Driver License and use of an automobile may be required for
some positions in these classes.
Ability to communicate in a language other than English may be required in some positions.
