Notes:

These are the best (of the few that I have) of classified library job descriptions for people working alone at elementary and junior high school sites.  I have made notes on some of them.

In Tulare County, classified library job descriptions should include reference to the Library Technician Certificate classes available at both College of the Sequoias and at Fresno City College.  Since these classes will make your library staff much more effective, a higher classification should be attached to jobs that require the certificate, and your employees should be encouraged or required to take the classes.  

The California Dept. of Education Credentials Department is working on new descriptions of the duties of a library media teacher.  In the new standards it may be illegal for a non- credentialed person to select materials for a school library.

 School Library Standards, Fresno County Office of Education, 1998

STAFFING SCHOOL LIBRARY MEDIA CENTERS

 The school library media center is the very heart of a school. The Library Media Center must maintain an open and flexible schedule, staffed by both trained paraprofessionals and credentialed professionals.

The current situations in Fresno County schools libraries vary widely. Job titles for classified personnel through- out the county include: Library Aide, Library Clerk, and Library Technician. The 1997-98 classified salaries for entry-level positions range from $6.99 to $10.45 per hour. Classified positions requiring experiences and/ or training range from $9.38 to $14.04 per hour.

Certificated personnel are identified as a Library Media Teacher at the school site and Library Media Specialist or Coordinator at the district level. Certificated positions follow the teacher salary scale in many districts.

To rectify the disparate and fragmented levels of job descriptions and salary levels of the library personnel, and to promote consistency of library service throughout the county, standardization is recommended. The following pages contain the recommended personnel characteristics and qualifications that will provide consistent and quality library services for all students.

Because staffing is such an important component of library service, we strongly urge you to use these recommendations to standardize this area.

Recommendations:

  1. There should be three different levels of job descriptions for classified library employees-Library Clerk, Library Technician, and Library Media Teacher (see attached job descriptions). The title "Library Aide" should be used to indicate a student or volunteer who is not an employee of the school.
  2. The Library Media Teacher is an earned postgraduate degree in addition to a teaching credential. In order to assure the highest level of library service to students and staff, libraries should be overseen by a person with this degree. It is recommended that schools not able to employ a Library Media Teacher join in a consortium and employ a Library Media Teacher in a leadership role to oversee the libraries and the staff employed in those libraries.

3.      Further, we recommend that Fresno County Office of Education Library offer either from within their department, or through Fresno City College classes, a program to train Library Media Clerks to become Library Technicians. This training should cover the following topics necessary for effective functioning of a school library:

         

This training could be offered for a two-year period, then repeated. Certification of Completion would be awarded following the workshop series. Schools are urged to encourage their Library Media Clerks to attend. Training should be made accessible to all district personnel using the facilities at the Fresno County Office of Education, through distance learning, and/or on-site training.

LIBRARY MEDIA CLERK

Fresno County

Distinguishing Characteristics:

This is the first level library position providing a typical range of library services in a school library setting. In the absence of a Library Media Teacher this position will be under the direct supervision of the school site principal. Advancement is possible with additional education, training, or experience in library service.

The Library Media Clerk will perform a variety of routine clerical functions related to Library Media Center, which would include:

  Assist Library Media Teacher or supervisor in the operation of the library

  Shelve, circulate, distribute, and process books and other resources

  Keep circulation records, including collecting and accounting for fines for overdue materials

  Monitor and maintain acceptable student behavior

  Maintain a clean, orderly, and attractive library environment

  Assist students and staff in locating materials

  Participate in organizing Book Fairs

  Mend and repair books and other resources

  Prepare periodic statistical reports

  Calculate fines before students withdraw as well periodically throughout the year

  Manage computer start-ups/shut downs

  Prepare purchase orders

  Participate in Fresno County Office of Education training and/or the Fresno City College certificate program

 

Qualifications:

• High School diploma or equivalent

• Ability to operate all technology equipment

• One year of experience in library or educational setting desired



LIBRARY MEDIA TECHNICIAN

Fresno County

Distinguishing Characteristics:

This is the second level in the library career ladder. Advancement to this position requires experience and skill in Library Technical Services such as cataloging, bindery, interlocational distribution of materials, and development of online bibliographies. Advancement is possible to a leadership position or in acquisitions, however, additional education in library science would be required.

The Library Media Technician would be able to fulfill all of the duties of Library Media Clerk. Duties of the Library Media Technician are to include:

   Provide instruction in the use of the library and its materials

   Assist in the ordering of books and other resources appropriate for the library

   Train and provide work direction for student workers and volunteers

   Work with teachers to develop and supervise instruction program in the library

   Maintain the library's professional collection

   Establish reading incentive programs for students, including reading appropriate materials and presenting book talks

   Oversee computerized circulation systems

   Conduct computer database, and Internet searches for teachers

   Supervise student assistants

   Train adult volunteers to the library

   Provide one-on-one help with special needs students

   Supervise library budget

 

Qualifications:

   High School Diploma or equivalent

   For Technician I, completion of Fresno County Office of Education Library Technician Certification

   For Technician II, completion of Community College Library Technician Training (21 unit course)

 

NOTE: Those employed in a school library holding an AA/AS or BA/BS degree may be designated a Library Associate.

CLOVERDALE UNIFIED SCHOOL DISTRICT

LIBRARY MANAGER

DEFINITION:

DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES

A Library Aide performs clerical work involved in the operation of a school library media center and provides library media services for students and teachers.

A Library Media Clerk performs specialized clerical duties in library media centers or administrative offices that require the application of library skills.

An Intermediate Clerk performs responsible clerical duties that do not require specialized knowledges and skills.

 SUPERVISION

General supervision is received from higher level classified or certificated employees. Supervision may be exercised over volunteers or student helpers.

CLASS QUALIFICATIONS

ENTRANCE QUALIFICATIONS

Education:

Graduation from high school or evidence of equivalent educational proficiency, preferably supplemented by library media technician courses or library science courses.

Experience:

Six months of clerical or library experience, including computer operation, is desirable.

Employees will be required to obtain a certificate of completion from the Library Aide Certificate Program prior to completion of the probationary period.

LIBRARY MEDIA CLERK

 

DEFINITION

Performs informational and clerical duties in library media centers or administrative offices.

TYPICAL DUTIES

Performs a combination of the following duties:

 

DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES

A Library Media Clerk performs specialized duties in library media centers or administrative offices that require the application of library clerical knowledge.

A Supervising Clerk is in charge of a clerical unit in which independence of action is possible only as to the details of accomplishing a well-defined clerical function or procedure. The scope of work is limited to recurring tasks requiring technical and supervisory ability.

A Senior Office Assistant performs clerical duties evaluated as strong in independence of judgment and action and in complexity. The duties typically require extensive contacts with others and responsibility for specific functions of an office and may include supervision of a small group of personnel.

 

SUPERVISION

General supervision is received from a school administrator, other certificated personnel, or from a Supervising Clerk. Work direction may be exercised over lower-level clerical personnel and student workers.

 

CLASS QUALIFICATIONS

Knowledge of:

Education:

Graduation from high school or evidence of equivalent educational proficiency, preferably supplemented by a library media technician certificate or an equivalent number of courses in library science at the college level.

Ability to communicate in a language other than English may be required for some positions.

                                         LIBRARY CLERK

DEFINITION

Performs clerical duties in libraries or administrative offices that require knowledge of library organization, reference materials, bibliographic sources, and print, audio, and video materials acquisitions and processing.

 

TYPICAL DUTIES

Performs a combination of the following duties:

 

DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES

A Library Clerk performs specialized clerical duties in school libraries or administrative offices that require the application of library skills and knowledges.

A Supervising Clerk is in charge of a clerical unit in which independence of action is possible only as to the details of accomplishing a well-defined clerical function or procedure. The scope of work is limited to recurring tasks requiring technical and supervisory ability.

A Senior Clerk-Typist performs clerical duties evaluated as strong in independence of judgment and action and in complexity. The duties typically require extensive contacts with others and responsibility for specific functions of an office and may include supervision of a small group of personnel.

SUPERVISION

General supervision is received from certificated Library Supervisors, Coordinators, Librarians, Instructional Media Coordinators, or other certificated personnel, or from a Book Order Supervisor. Supervision may be exercised over lower-level clerical personnel and student employees.

ENTRANCE QUALIFICATIONS

Education:

Graduation from high school or equivalent evidence of educational proficiency at the high school level, preferably supplemented by courses in library science at the college level.

Experience:

Ten months of full-time paid or the equivalent volunteer library clerical experience. Successful completion of a one-semester library training course, including a minimum of two semester-hours in cataloging, circulation processes, or library resources, may be substituted for the required library experience.

Special:

A valid California Driver License and use of an automobile may be required for some positions in these classes.

Ability to communicate in a language other than English may be required in some positions.
